Combine first 3 ingredients in a large bowl. Weigh down cabbage with a smaller bowl filled with cans. Let stand at room temperature 24 hours, tossing occasionally.
Bring vinegar and remaining ingredients to a boil in a large pan. Reduce heat and simmer 5 minutes. Cover and let stand at room temperature 24 hours.
Next day rinse cabbage thoroughly under cold water. Drain and squeeze dry. Place cabbage in a large pot.
Strain vinegar mixture through a colander over the pot. Discard solids. Heat to boiling and simmer until cabbage is just tender, about 10 minutes. Serve warm or cold. Serves 10.
