Coat ramekins or mold with cooking spray. Place flour in a large bowl. Gradually add milk, stirring constantly with a whisk until blended. Add egg whites and eggs and stir well. Add cheese, salt, and pepper and stir well.
Divide mixture among ramekins and place in larger pan. Add boiling water to 1 inch. Bake at 375 degrees 25 minutes or until set. Loosen edges and invert. Spoon tomatoes over and sprinkle with basil. Serves 12 as a side dish. (Cooking Light)
